As agreed in §7 of the
Annex C of the Hong Kong WTO Ministerial Declaration in December 2005,
"in
addition to bilateral negotiations, WTO Members agree that the
request-offer negotiations should also be pursued on a plurilateral basis
in accordance with the principles of the GATS and the Guidelines and
Procedures for the Negotiations on Trade in Services".
ESF is happy to take note that a large
number of Collective Requests have been sent to Recipient Countries by
various Groups of Requesting Countries on 28 February 2006, allowing the
first deadline fixed in the Hong Kong Ministerial Declaration to be met.
Few of these Collective Requests have been tabled in the following weeks.
