The WTO also provides a legal and institutional framework for the implementation and monitoring of these agreements, as well as for settling disputes arising from their interpretation and application. The WTO monitors&nbsp;16 mulitlateral agreements, to which all WTO members are parties, and two plurilateral agreements in which only a few of the WTO members participate. The trade in services negotiations take place within the framework of the&nbsp;<a href=\"https:\/\/www.esf.be\/new\/multi-plurilateral-negotiations\/wto\/wto-negotiations-2\/doha-development-agenda-since-2001\/\">Doha Development Agenda (DDA)<\/a>. The&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.esf.be\/new\/wp-content\/uploads\/2023\/06\/gats-treaty-en.pdf\" target=\"_blank\">GATS Treaty<\/a>&nbsp;\u2026.<\/p>\n\n\n\n<p>On this website ESF provides you with<\/p>\n\n\n\n<ul class=\"cstm-list wp-block-list\">\n<li><a href=\"https:\/\/www.esf.be\/new\/multi-plurilateral-negotiations\/wto\/wto-negotiations-2\/general-agreement-on-trade-in-services\/\">Material to better understand the framework of the GATS negotiations<\/a>&nbsp;such as the text of the General Agreement on Trade in Services (GATS), and the services\u2019 sectoral classification (CPC) lists.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.esf.be\/new\/multi-plurilateral-negotiations\/wto\/wto-negotiations-2\/uruguay-round-wto-accession\/\">The WTO trading partners\u2019 schedules of commitments<\/a>&nbsp;submitted during the previous services negotiations within the framework of the Uruguay Round.<\/li>\n\n\n\n<li>The WTO members\u2019&nbsp;commitments under GATS Mode 4.&nbsp;Mode 4&nbsp;relates to&nbsp;natural persons who&nbsp;aim at providing any services in&nbsp;a hosting country. It is particularly important to services providers.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.esf.be\/new\/?page_id=41\">The GATS negotiating proposals tabled by the major trading partners in 2001<\/a>&nbsp;within the framework of the DDA,&nbsp;country by country, sector by sector.<\/li>\n<\/ul>\n\n\n\n<p>The GATS negotiating proposals provide the basis for the DDA negotiations. They show each country\u2019s position, which will lead them in drafting their requests vis-\u00e0-vis the other countries. According to the&nbsp;<a href=\"https:\/\/www.esf.be\/new\/pdfs\/gats\/Doha%20Ministerial%20Declaration.doc\" target=\"_blank\" rel=\"noreferrer noopener\">Doha Ministerial Declaration<\/a>, the GATS Requests&nbsp;were to be tabled by the WTO members by 30 June 2002. The trading partners were then to&nbsp;start bilateral negotiations and to table their own Offers, by 31 March 2003 at the latest.
