It entered into force as a result of the Urugay Round negotiations, in January 1995, and constitutes the legal framework for the&nbsp;current DDA negotiations.&nbsp;The GATS&nbsp;mandates WTO member governments to progressively liberalize trade in services through successive rounds of negotiations.<\/p>\n\n\n\n<p>According to the principles of the WTO, the GATS sets a legal and regulatory framework for international trade to which all WTO Members members are equally bound. Everything else is attached to this. Foremost is the&nbsp;<a href=\"http:\/\/www.wto.org\/english\/docs_e\/legal_e\/legal_e.htm#wtoagreement\">Agreement Establishing the WTO<\/a>&nbsp;(or the WTO Agreement), which serves as an umbrella agreement. Annexed are the agreements on&nbsp;<a href=\"http:\/\/www.wto.org\/english\/docs_e\/legal_e\/legal_e.htm#goods\">goods<\/a>,&nbsp;<a href=\"http:\/\/www.wto.org\/english\/docs_e\/legal_e\/legal_e.htm#services\">services<\/a>&nbsp;and&nbsp;<a href=\"http:\/\/www.wto.org\/english\/docs_e\/legal_e\/legal_e.htm#TRIPs\">intellectual property<\/a>,&nbsp;<a href=\"http:\/\/www.wto.org\/english\/docs_e\/legal_e\/legal_e.htm#dispute\">dispute settlement<\/a>,&nbsp;<a href=\"http:\/\/www.wto.org\/english\/docs_e\/legal_e\/legal_e.htm#annex3\">trade policy review mechanism<\/a>&nbsp;and the&nbsp;<a href=\"http:\/\/www.wto.org\/english\/docs_e\/legal_e\/legal_e.htm#plurilaterals\">plurilateral agreements<\/a>.
